What’s the strategic review about?

The town’s new Livable Oakville Plan was approved in 2009. Throughout the public engagement process, ways to improve the downtown were consistently at the forefront of conversations with the community, town staff and town Council.

The purpose of the Downtown Oakville Strategic Review is to produce a prioritized set of actions to maintain and improve those qualities that make the downtown a great place. It addresses critical factors including cultural heritage, urban design and streetscape, public facilities, economics, transportation, and sustainability.

The study involves key stakeholders including business and resident associations, property owners, members of council, partner agencies, and the public.

The land use polices established in the Livable Oakville Plan will be a starting point for discussion and stakeholder engagement. The review is also independent of any current development process. The resulting Downtown Oakville Strategic Plan will confirm the vision for downtown Oakville established in the Livable Oakville Plan and provide an action plan for the future.

Key factors

Key factors affecting Downtown Oakville include cultural heritage, economic health, urban design and streetscape, transportation and mobility, commercial parking, tourism, safety, public realm and facilities, arts and culture, and current development.

Since the review will cover a broad range of topics leading to a strategic plan, it will not necessarily provide in-depth answers to every question, but it may identify areas for further study.

Facilitation consultant

The firm of TCI Management Consultants has been retained to provide support for the review. Their primary role will be to lead the facilitation component of the public engagement process including open houses and workshops.

Plan area

The plan area will be the same as the Downtown Oakville Growth Area from the Livable Oakville Plan. The surrounding heritage resources, waterfront lands, cultural and recreational facilities, and residential neighbourhoods will be considered in the review as factors that influence the downtown.

Stakeholders and the public will be inspired to help create the strategic plan that will guide the future of downtown Oakville. Downtown Oakville has evolved over a long period of time and while so much has been accomplished in the way of amenities, parks, public buildings and streetscapes, some additional energy now needs to be spent in order to sustain the area for the next 20 years.

Through comprehensive public engagement, the Downtown Oakville Strategic Review will identify factors, interests, and opportunities that need to connect to enable Downtown Oakville to realize its full potential. The aim is to directly involve key stakeholders including business and resident associations, Members of Council, partner agencies, and the public in the development of the strategic plan.

Protect

While recent urban planning movements have focused on revitalization of downtown areas or have encouraged the creation of new urban areas using traditional town models, Downtown Oakville already has a comfortable historic feel with vibrant pedestrian and commercial activity. As we explore opportunities to evolve, we will protect those environmental, social, economic, and historical elements that make downtown a special destination for residents and visitors.
