New By-law to control major emissions of fine PMA proposed by-law to assess and control major emissions of fine particulate matter (fine PM) in Oakville was recently released for public review by Town Council.The purpose of the proposed by-law is to take measures to protect Oakville residents from the negative health effects of fine PM by implementing regulatory controls and monitoring emissions. Sources of major emissions could be designated as public nuisances under the by-law, which will come back to Council for consideration in February, 2010. Facilities that emit fine PM would undergo a rigorous approval process and would be subject to reporting requirements on an ongoing basis. Both new and existing facilities that emit fine PM would be required to comply with the proposed by-law. Proposed developments would go through a peer review and public consultation process before a building permit is issued. Existing facilities would be subject to a one year transition before having to seek town approval for compliance. For more information, please click here. |
