Dataset description

This open data file contains human services from the Halton Community Services Database that are available to residents of Oakville. Human services cover a broad range of programs and services, from access to basic necessities of life to enhancement of personal and social growth. These services may be provided by community, social service, health, government or commercial organizations.

Examples of the types of organizations and services included in this dataset are:

  • Arts and cultural organizations
  • Children and youth services, childcare providers
  • Community and Social Service organizations
  • Crisis services, emergency housing
  • Educational facilities, Oakville schools, training
  • Employment services
  • Health services
  • Hobby and interest groups
  • Housing options
  • Mental health services
  • Newcomer information
  • Recreation and Sports
  • Seniors’ services
  • Transportation

Records are indexed using the AIRS Taxonomy of Human Services.

Note: This dataset contains information licensed under the Open Government Licence — Oakville Public Library, Information Oakville service.

Attributes

Record # - 3-letter code (generally the same as the Record Owner), followed by 4- or 5-digit number.


Date Updated - Date the record last had a full update.


Agency-Site-Service - Used for classifying records as having the definitive information for their agency, site, and/or service. A record is the definitive source when it is the sole master source for the specified information; e.g., If an agency runs multiple services and locations, only one record about that agency should be designated as being the agency and the other records (service and site records) should reference the agency record in the Parent Agency Record Number attribute.

Agency record: Agency-Site-Service contains ‘Agency’ and the attributes for agency information are filled out.

Service record: Agency-Site-Service contains ‘Service’ and the attributes for service information are filled out. There might also be agency and/or site information in a service record, in which case, Agency-Site-Service would also contain ‘Agency’ and/or ‘Site’. If there is no agency information in this service record it will refer to the associated agency record in Parent Agency Record Number.

Site record: Agency-Site-Service contains ‘Site’ and the attributes for site information are filled out. There might also be agency and/or service information in a site record, in which case, Agency-Site-Service would also contain ‘Agency’ and/or ‘Service’. If there is no agency information in this site record it will refer to the associated agency record in Parent Agency Record Number.

It is possible for a record to contain any mix of Agency, Site and Service information; for example, a record may describe an Agency and also be the definitive source describing its main or only location (site). A record may be classified as both a Site and Service, especially where the service is site-specific.

A record can contain one, or any combination of, ‘Agency’, ‘Site’ and/or ‘Service’. For example, many small organizations have the agency, site and service information all in one record and are tagged with ‘Agency’, ‘Site’, and ‘Service’. Large organizations with many sites and many services will have these sites and services broken out into a number of records appropriately tagged with ‘Site’ and/or ‘Service’. The agency information may be in its own record or in one of the Site or Service records and that record will contain ‘Agency’ in Agency-Site-Service.

Also available is a “Topic” designation which denotes a record about a Subject/Topic. “Topic” records may stand alone or be part of an Agency. Topics are generally treated like Services (if they have a parent Agency).

If this attribute contains multiple values as described above they will be delimited with semi-colons.


Public Comments - Comments about the organization, program or service that are intended to be viewed by the public. Free text. May contain HTML.


Date Updated - Date the record last had a full update.


Agency Name - Primary organization name.


Service Name - Designates the name of the Service for Service-type records. May be the same name as Agency Name. Similar services at the same Agency are distinguished by using the same Service Name (1) and distinguishing with the Service Name (2) field.


Service Name (2) - Can combine with Service Name (1) to designate the name of the Service for Service-type records. Will always be the same name as Site Name to indicate a service variation for a particular location.


Site Name - The name for the Location, if a Site record. For example “Oakville – Speers Rd” or “Head Office”.


Alternate Name - Alternate Name(s). Number of names entered is unlimited, each name is stored separately. Multiple values are delimited by semi-colons.


Former Name - Former Name(s). Number of names entered is unlimited, each name is stored separately. Optional free-text “date” component allows a date or year of change to be entered for each name. Multiple values are delimited by semi-colons.


Legal Name - Used when the legal organization name differs from the commonly-known name entered in Agency Name.


Office Phone - Main telephone number(s) of the organization, program or service. Free text field.


Toll Free Phone - Toll free phone number(s). Free text field.


TTY Phone - TDD/TTY phone number(s). Free text field.


After Hours Phone - Phone number for contact after business hours. Free text field.


Text Phone - Texting phone number(s). Free text field.


Crisis Phone - Crisis phone number(s). Free text field.


Fax - Fax number(s). Free text field.


E-Mail - Main email address(es) for the record. Accepts a single address, or multiple comma delimited addresses.


Website - Website address.


Social Media - Various social media types can be activated in the database to be available for use in records (e.g. Facebook, Twitter, YouTube, Google+, etc.). For each active type, a URL is provided, and optionally a secure protocol (https://) may precede it. Multiple values are delimited by semi-colons.


Primary Contact - Primary contact information, including:

  • Honorific / Salutation (drop-down), First Name, Last Name, Suffix (e.g. “PhD, BEd”)
  • Title (e.g., “Intake Coordinator”)
  • Organization (if different from the record)
  • Up to 3 phone numbers, including:
    • Phone type (“Cell”, ”Business”, “Residence” etc. – drop-down)
    • Notes
    • Number
    • Extension
    • Options (e.g., 1 for service in English)
  • Fax, including: Notes, Number, Extension, “Please call first” designation
  • Email

Parent Agency Record # - A reference to a record (by record NUM) containing information about the parent agency responsible for the current record (where the current record is a service, site location, department/division etc. run by the parent agency).


Parent Agency Name - Name of the agency denoted as the Parent Agency in "Parent Agency Record Number" field.


Description (Agency) - General organization description in an agency record. Free text. May contain HTML.


Legal Status - Service levels consist of a single/double digit code from 1-99, and an optional “friendly” name.

Exact list is customizable; traditional values include: “(10) Local Government”, “(20) Regional Government”, “(30) Provincial Government”, “(40) Federal Government”, “(50) Non Profit”, “(51) Registered Charity”, “(60) Commercial”, “(99) Unknown / No Service”.

This field allows multiple values per record, but when used as the Legal Status field generally only one value is chosen per record. Multiple values are delimited by semi-colons.


Established - Date the organization, program or location was established. Usually a date or year, but the field is free text.

Primary Executive Email - Generated based on data in Primary Executive; email component only.

Funding - Description of funding sources for the organization, program or service. Components include:

  • Checklist of pre-defined values (generally “City / Town”, “Donations”, “Federal”, “Fees”, “Foundation”, “Fundraising”, “Grants”, “Private”, “Provincial”, “Regional / Municipal”, “Sale of Goods”, “United Way”). Checklist values can be customized.
  • Notes refining each checklist choice (e.g. “Grants – Ontario Trillium Foundation”)
  • General notes not tied to a specific value (free text)

Multiple values are delimited by semi-colons.


Elections - Election schedule (i.e. for Board of Directors), if applicable. Free text.


Description (Service) - General program or service description in a Service record. Free text. May contain HTML.


Hours - Hours of operation (free text).


Dates - Indicates any irregular closure or operating dates outside the usual hours of operation. Free text.


Meetings - Schedule of meetings (free text).


Areas Served - This field is used for geographic searching; it draws from the communities hierarchy in the software. Components of the field include:

  • Community (required; value from Communities hierarchy; the largest applicable area(s))
  • Community notes (e.g. West Hamilton – McMaster Campus area)
  • General notes not tied to a specific value (free text)

Boundaries - Used to indicate specific boundaries of service, if applicable (e.g. “Main St (north) - John St (south) * Queen St (east) - King Rd (west)”). Free-text field. May contain HTML.


Eligibility - Criteria for eligibility for the given program/service. Includes:

  • Minimum age (decimal, assumes no minimum if blank)
  • Maximum age (decimal, assumes no maximum if blank)
  • General eligibility information/notes (free text)

May contain HTML.


Application - Process for applying to given program/service. Free text field. May contain HTML.


Languages - Description of languages of service for the organization, program or location. Components include:

  • Checklist of pre-defined values (list of languages)
  • Optional language detail checklist of pre-defined values (typically “Reception”, “Website”, “Programs”, “Interpretation”, etc.) to elaborate on how the service is delivered in that languages (e.g. “French – website, Programs”)
  • Notes refining each checklist choice (e.g. “French – limited services”)
  • General notes not tied to a specific value (free text)

Multiple values are delimited by semi-colons. Example: English ; Interpretive Services - may be available on request ; We do our best to meet any language requests.


Fees - Description of fees charged for programs and services. Components include:

  • Checklist of pre-defined values (generally “Admission”, “Deposit”, “Donation”, “Membership”, “None”, “Program”, “Publications”, “Service”). Checklist values can be customized.
  • Notes refining each checklist choice (e.g. “Admission – $18/adult, $14/child”, “Program – sliding scale based on income”
  • An indication of whether financial assistance is available (Only displays if checked “yes”)
  • A description of which service(s) financial assistance is provided for (if applicable, free text)
  • A description of who provides financial assistance, if different from the main organization
  • General notes not tied to a specific value (free text)

Checklist items and the “fee assistance available” designation are automatically translated between record languages, but notes and descriptions must be manually translated. Example: Program - $22 per day ; registration fee, no eligible person will be denied services because of inability to pay * Fee assistance available.


Additional Services at this Site - A list of services other than the service(s) described in the current record (if any) that are offered at the current location. Stored and entered as a list of record numbers; displays as a list of the service names. This is a reciprocal field with (Other) Service Locations. Site Location - Description of the general site location, if applicable (e.g. “West End Mall”. "close to Go Station, "use side door"). Free text.


Located In Community - Where the Areas Serviced field is used for geographic searching of the service area, the Located In Community field is used for geographic searching based on the actual location of the organization, program, branch, etc. This field draws a single value from the same Community hierarchy as Areas Served.

Having no value in this field assumes that the location is “everywhere”, and will cause the records to come up in all geography-based searches for location (Note: this does not include proximity searching, which sources from the Geocode field).

Taxonomy - Records are indexed using the AIRS Taxonomy of Human Services (https://211taxonomy.org/). Service Categories contains a list of linked terms for the AIRS/ INFO LINE Taxonomy. Links may contain one or many terms. There is no limit on the number of linked terms per record. Multiple values are delimited by semi-colons.


Service Sites - A list of locations other than the location in the current record (if any) at which the service is offered. Stored and entered as a list of record numbers. This is a reciprocal field with Additional Services at This Site.


Agency Sites - List of records tagged as a site (in Agency-Site-Service field) that list the current record as their parent agency (Parent Agency Record Number). May have overlap with Other Services for records tagged with the above and also as a Service, Topic, or Agency.
