Oakville Town Council received its first annual Closed Meetings Statistics Report from the Clerk’s. The report showed that Town Council spent less than six per cent of its time in closed sessions, or eight of the total of 136.2 hours that Council met in 2012.
Council received a presentation by Lee Grant, Fire Chief and director of Emergency Planning and Fire Services, providing an overview and update of the department’s operations and planning to help Council achieve its goal of making Oakville the most fire safe community in Ontario. The presentation highlighted key service delivery activities, recent accomplishments, as well as current and future areas of focus.
In a motion brought forward by Councillor Damoff and seconded by Councillor Duddeck, Council approved a formal request to advise the Minister of Transportation that the Town of Oakville recognizes and emphasizes the importance of active transportation opportunities. In particular, opportunities to: connect provincial roads, crossings and their corresponding infrastructure to the municipal road cycling network (in particular the QEW in Oakville); improve economic development opportunities of cycling; link the Cycling Strategy with other provincial documents; access to funding for municipal cycling infrastructure; enhance communication of programs and initiatives offered by the Province related to cycling; and promote the health benefits of cycling. This Council resolution will serve as the town’s submission to the Provincial Draft Cycling Strategy and will be forwarded to local MPPs Kevin Flynn and Ted Chudleigh.
Council endorsed the Halton Food Council’s Food Charter. After receiving Regional Council’s endorsement in December 2011, the Food Council is currently seeking endorsements from each of Halton Region’s municipalities.
Council authorized staff to submit future amendments to the Records Retention By-law directly to Council for approval without the requirement of a staff report. Council has adopted a Records Retention By-law to preserve municipal records in accordance with approved standards.
Council approved the Permanent Easement Agreement between the town and Halton Region to allow for necessary upgrades to the Zone 3 watermain in Oakville. The upgrades will increase service capacity for the lands being developed in north Oakville.
Council approved the Amending Agreement between Antoinettes Gymnastic Club Inc. (“Oakville Gymnastics”) and the town. Oakville Gymnastics proposed a prepayment of $300,000 to reduce the term of the loan by two years to March 2017 with the interest rate remaining at 4.5 per cent.
Council approved the town entering into two servicing agreements with Halton Region to finance the design, construction, inspection costs and contract administration of road improvements on Neyagawa Boulevard to accommodate the new North Operations Depot; and to service the town’s lands for the North Operations Depot and North Park.
Council approved the submission of the Expression of Interest for the Municipal Infrastructure Investment Initiative (MIII) for the Lakeshore Road Bridge over 16 Mile Creek Project. With this submission, the town hopes to secure a portion of the Province of Ontario’s nearly $90 million in available funding to assist municipalities in addressing critical road, bridge, water and wastewater projects. MIII Capital Program funding will be targeted to municipalities and local services boards that would be unable to undertake these top priority projects without provincial support. If MIII funding is awarded to this project, construction is anticipated to begin in June 2014 and completed by fall 2014.
Council received the Audit Planning Report for the year ending December 31, 2012, as prepared and submitted by KPMG. The annual audit plan sets out the work plan for the current year’s audit. Financial Operations staff will prepare the annual financial statements and supporting financial schedules for KPMG to audit for completeness and accuracy.
