Purpose statement

The purpose of this procedure is to outline a process to deal with public complaints and/or infractions to applicable municipal by-laws, policies, and or applicable legislation.

Scope

This procedure applies to the enforcement of all municipal by-laws, policies and applicable legislation.

Procedure

  1. Complaints and concerns may be received via mail, e-mail, fax, telephone, or in person at the appropriate department or enforcement body as listed under the responsibilities section of this procedure during regular office hours Monday to Friday (excluding holidays) between 8:30 a.m. and 4:30 p.m.
  2. When a complaint is received, the appropriate administrative staff for the specific department, division or section will enter the complaint in the relevant complaint tracking system for the purposes of tracking and assignment.
  3. Anonymous complaints will be received and reviewed for an appropriate response.
  4. All personal information will be kept confidential unless permission to release such information is provided by the complainant or where the person may be required as a witness in court. Confidentiality of enforcement processes shall conform to the Municipal Freedom of Information and Protection of Privacy Act and any other applicable legislation.
  5. When resources are insufficient to deal with all complaints, those affecting public safety will be dealt with first.
  6. Attempts to achieve compliance may be made prior to taking formal action that may lead to prosecution.
