Strategic Plan Accomplishments Report highlights the town’s achievements from 2019-2022

Report also details progress on six priorities identified by Council during a refresh of the plan in 2021

The 2019–2022 Strategic Plan Accomplishments Report is out, highlighting the town’s achievements in five areas of focus: livability, engaged community, accountable government, mobility and environment.

In addition to the strategic plan achievements, the report outlines the progress made on last year’s refresh of the plan, which recognized the impacts of the COVID-19 pandemic and identified six priority areas to address during the remaining term of Council:

  1. Coordinating Halton Region Official Plan and Livable Oakville Reviews
  2. Implementing the town’s Pandemic Recovery Plan
  3. Improving traffic, speeding and safety
  4. Developing online applications, permits and licenses
  5. Enhancing communications with the community
  6. Investing in capital projects

Key highlights from the 2021 and 2022 major initiatives include:

  • Starting construction for the community park portion of the recreation and culture complex in north Oakville
  • Redeveloping and opening of the Oakville Museum Coach House
  • Successfully defending the town’s cultural heritage landscape designations including Glen Abbey Golf Course
  • Completing the first inclusion and diversity employee survey
  • Receiving results from the 2022 Citizen Survey which shows 93 per cent of Oakville residents expressing satisfaction with town programs and services
  • Installing of three rainbow crosswalks and an orange crosswalk
  • Providing free public Wi-Fi, digital information kiosks, and real-time parking information in downtown Oakville
  • Offering more permit applications  online, and implementing new online registration and booking system for Parks, Recreation and Culture programs and services
  • Expanding EV charging stations for a total of 46 stations across town and adding the first electric ice resurfacer to the town’s ice resurfacing fleet
  • Approving a 1.5 per cent tax increase, the lowest increase in Halton for 2022
  • Adding 17.8 kilometres of active transportation infrastructure 
  • Adding more pickleball courts
  • Continuing to review Halton’s Official Plan and the town’s Livable Oakville to  provide a high level look at where new growth should be focused while preserving prime agricultural land; protecting existing, stable neighbourhoods; and the town’s natural areas
  • Incorporating lessons learned in the town’s COVID-19 Pandemic Recovery Plan  with “build back better” initiatives that restore our community vibrancy, support our local businesses, keep our community safe, keep our corporation resilient and preserve our strong financial health
  • Creating more community safety zones; and securing 14 cameras in preparation of the automated speed enforcement program
  • Committing to a significant website rebuild starting in 2023 to enhance public engagement and information sharing

Background

  • Since 2007, Oakville has adopted a mission-driven approach to strategic planning that converts the town’s vision, mission and values into strategic goals. Council then establishes its work plan based on those strategic goals which it believes require the greatest attention.
  • Every year, Council meets to review and measure progress being made to achieve key strategic priorities.
  • The 2023–2026 Strategic Plan will be developed during the next Council term in early 2023. Results of the 2022 Citizen Survey will inform development of the 2023–2026 Council Strategic Plan
