Former Hospital Site Project moves ahead

Plans for the redevelopment of the Former Hospital Site moved forward Monday night when Council approved the Draft Plan of Subdivision and gave staff the go-ahead to issue a Request for Proposal (an RFP) for the sale of these future residential lands that sees 19 single detached dwelling lots fronting onto Macdonald Road and Allan Street as well as 16 townhouse lots internal to the site. The RFP is anticipated to close in early September with a sale of the property expected by the end of the year.

“Council’s approval marks a significant step forward in the town’s plan,” said Mayor Rob Burton. “This step ensures that this residential development will be compatible with, and contribute to, the community’s existing neighbourhood character and identity.”

A public RFP opens the subdivision lands to the market to ensure the disposition process is open and transparent, and the purchase price obtained is at market value. The RFP process will also allow the town to impose controls and conditions on the future development of the subdivision lands to ensure the development is completed in a timely fashion and consistent with its planning vision and approvals for the site.

In addition, the town will be issuing an Expression of Interest (EOI) later this week to develop the seniors oriented housing block within the former hospital lands. Unlike a RFP, an EOI is to solicit information only from interested respondents and does not constitute a solicitation for bids.

With this EOI, the town is seeking creative ideas, solutions, designs and development models for seniors oriented housing that may include the re-purposing of the former Oakville Trafalgar High School (OTHS) building, which is designated under the Ontario Heritage Act, and incorporates a publicly accessible civic square fronting on Reynolds Street with pedestrian connections to the proposed community centre and park. The EOI closes at the end of August.


Following extensive public consultation, Council endorsed overall site master plan for the Former Hospital Site on June 27, 2017 which sees a residential area in the north, a community centre and park in the middle and a seniors-oriented housing district in the south, including a civic square in front of the former Oakville Trafalgar High School, and a passive park space along Allan Street.

In February, the town started processing a draft plan of subdivision application for the residential block, and in March, started processing a site plan application for a new community centre.

Demolition of the former hospital is underway with development of the new community centre beginning in late 2018 and opening fall 2020. A groundbreaking event to celebrate the end of demolition and the beginning of construction will take place this fall.

Meanwhile staff are developing detail design drawings for the Allan Street open space block at the south end of the site. The space is expected to be constructed between by the end of the year.
