Addendum to the 2009 Environmental Study Report

The Town of Oakville has completed the Addendum to the 2009 Environmental Study Report (ESR) for the Kerr Street/CNR Grade Separation Class Environmental Assessment (EA) Study between Speers Road and the QEW. The rail corridor has since been acquired by Metrolinx and is referred to as the Lakeshore Rail Corridor.

The Addendum was carried out in accordance with the Municipal Class EA process to address access requirements for two properties located north of the rail corridor, that require modifications as a result of the realignment of Kerr Street.

The EA Addendum was prepared with the evaluation of alternative solutions and designs, assessment and potential impacts, identification of mitigation measures for adverse impacts, and the inclusion of public and agency consultation. An Online Public Engagement session was held between September 12 and September 27, 2019.

Study Recommendations

The Addendum to the ESR recommends a southern connection to Wyecroft Road through an undeveloped section of 700 Kerr Street and a portion of 656 Kerr Street. If concerns regarding this project cannot be resolved in discussion with the Town of Oakville, you may request that the Minister of Environment, Conservation and Parks (MECP) make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as a Part II Order), which addresses individual environmental assessments. Part II Order Request forms can be found on the MECP website.

Requests must be submitted to the Minister at the address listed below and received by March 9, 2020. A copy of the request should also be sent to the Director, at the address below, and the project contact listed above. If no request has been received by March 9, 2020, the town is able to proceed with the project as presented in the Addendum Report.
