You are invited to attend and provide input at this meeting hosted by Planning and Development Council.

The purpose of the proposed Town-initiated zoning by-law amendment is to change the zoning regulations for the subject lands to recognize the cultural heritage landscape, the existing golf course use and permitted accessory uses.

The effect of the proposed zoning by-law amendment would be to permit the portion of the existing golf course within the Natural Area (“N”) Zone in the Sixteen Mile Creek valley, and to confirm the accessory uses permitted in conjunction with the golf course. A holding provision (“H” symbol) is also proposed to be applied to a portion of the site where a hotel would be permitted, subject to conditions. A hotel is currently permitted within a defined area of the site, adjacent to the valley and the RayDor Estate building.

The subject land is located on the east side of Dorval Drive, south of Upper Middle Road West.

The Town passed Interim Control By-law No. 2016-024, as amended by By-law No. 2016-115, with respect to the subject lands. The land is also subject to applications, under the Planning Act, R.S.O. 1990, c.P13, by ClubLink Corporation ULC and ClubLink Holdings Ltd. (“ClubLink”) for official plan amendment, zoning by-law amendment and draft plan of subdivision (File No. OPA.1519.09, Z.1519.09 and 24T-17003/1519). At its meeting on September 26 and 27, 2017, Council made a decision to refuse ClubLink’s request for an official plan amendment and application for zoning by-law amendment, and referred ClubLink’s application for approval of the plan of subdivision to the Planning and Development Council meeting on November 6, 2017.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to Council c/o the Town Clerk at the Town of Oakville, Clerk’s department, 1225 Trafalgar Road, Oakville, ON L6H 0H3 or at TownClerk@oakville.ca  before the by-law is passed:

            a)      the person or public body is not entitled to appeal the decision of the Town of Oakville Council to the Ontario Municipal Board; and

            b)      the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to do so.

Any submission to the Planning and Development Council, either in hard copy or in electronic format, must be forwarded to the Clerk's department for receipt no later than noon on December 5, 2017, to ensure its availability to the Members of Council at the meeting. Individuals making oral submissions at the public meeting are requested to submit a written outline of the submission to the Town Clerk.  All submissions should include the full name and address of the presenter.
