As Oakville grows, it's common to see various construction projects underway, from town-led initiatives like new roads and playgrounds to developer-led projects like residential and office buildings.  

For all construction activities, the Town of Oakville prioritizes public and worker safety. Through various legislation such as the Ontario Building Code and town by-laws, the town maintains oversight on building and construction to keep our community safe.

Project ownership and responsibilities

When it comes to town projects (road works, traffic signals, bridges, community centres, etc.), the town takes the lead.

Information about construction schedule and progress is made available on the specific project page on our website, keeping residents informed every step of the way. 

Town staff ensure that construction impacts are minimized.

For projects led by developers and contractors (new homes, offices, retail plaza etc.) the town maintains oversight to a certain extent as legislated. 

Once the building permits are issued the responsibility shifts to the contractor, who must plan for and manage construction impacts and keep the public informed. While the town doesn't oversee every detail, we conduct inspections at specific stages of construction to ensure compliance with building, fire and other municipal regulations.  

The contractor’s details are shared on signage posted at the construction site, and they are the main point of contact for residents for questions or concerns regarding construction.

About Construction Management Plans (CMP)

A CMP is a document produced by the developer, as part of a site plan application, to guide construction for certain types of projects. 

The document:

  • Acts as a blueprint for the various construction activities of a development project
  • Is created by property developers that is based on the town’s Terms of Reference, and is subject to review and revisions from town staff prior to being accepted
  • Provides detailed information outlining activities which are essential for the construction of the building on a proposed site
  • Covers everything from safety and environmental measures to minimizing impacts on the local community, like noise and traffic disruptions

The CMP typically includes activities and tasks which will be executed before and during various stages of construction, such as:  

  • Pre-development designs/reports/engineering drawings (for environmental considerations) 
  • Public safety and site security arrangements
  • Construction hours 
  • Traffic and parking management
  • Site servicing and utilities
  • Air, dust and noise control 
  • Stormwater management 
  • Construction crane location and radius 
  • Public communications and key contacts

Dormant projects

The Building Code controls what may be built, not the timing of construction. The town has authority to revoke a building permit if construction does not commence within six months of the permit being issued, or if construction ceases for a period of at least a year. Otherwise, the permit remains valid and construction may continue.

Dirt, dust and debris

Some dirt and debris around a construction site is inevitable, however the developer or builder is responsible for managing the work site so that debris and mud tracking is kept to a minimum and public space is reasonably clean at the end of each day.

Noise

Noise from construction is permitted during the hours of 7 a.m. to 7 p.m. (excluding Sundays and statutory holidays). There are situations where times may vary, such as for emergency work or where an exemption has been granted by the town. Workers can be present and work may be conducted at any time, as long as the resulting noise is not clearly audible off site.

Parking during construction

The town may issue permits for workers’ vehicles to park on the street near the project location, beyond the general three-hour limit, which may temporarily increase on-street parking in front of your home. The permitted locations take into account safety, emergency response access and delivery of municipal services.

Parking may be permitted beyond the immediate project site and can result in a temporary increase in on-street parking activity in front of neighbouring homes. Most streets can accommodate on-street parking, and contractor’s permits include conditions to ensure their vehicles do not interfere with road operations.

Tree protection and removal

Town trees: Trees within or close to an active construction site must be protected from harm with perimeter fencing.

Private trees: Trees on private property that are healthy and over 15 centimetres in diameter can only be removed with town approval.

Boundary trees: Trees that straddle the property line are jointly owned by both property owners and can only be removed with the consent of both owners. If your tree’s limbs and/or roots overhang/encroach the development site and interfere with construction work, the builder/developer may contact you about pruning these limbs and / or roots. Pruning should be performed by a licensed arborist.

Complaints or unresolved concerns within public property can be forwarded to ServiceOakville.

For concerns relating to parking or noise, residents may submit a request for enforcement to ServiceOakville through Online Services or by phone.

Upon receiving your concern, ServiceOakville creates a service request and directs it to the appropriate town department. Town staff will investigate and take the appropriate action to resolve the issue.
