Council adopts updated Downtown Heritage Conservation District Plan

Plan charts path for heritage conservation in downtown Oakville

At last night’s meeting, Town Council adopted the revised Downtown Oakville Heritage Conservation District (HCD) Plan and Guidelines including updated property Inventory Sheets. The decision marks the conclusion of a comprehensive 2025 review of the Town’s only commercial heritage conservation district. 

Established in 2013, the Downtown Oakville HCD Plan and Guidelines is performing well with 77 per cent of its 15 objectives met. The updated plan and guidelines strengthen heritage conservation in Downtown Oakville. 

Key deliverables from the 2025 review:

  • Revised Downtown Oakville Heritage Conservation District Plan and Guidelines which improves clarity and usability for property owners, Town staff, and the public; aligns terminology and processes with the current legislation; and reflects best practices in heritage conservation.
  • Updated the property inventory sheets to comply with Ontario regulations which require at least 25 per cent of properties in a heritage conservation district meet two or more of the nine heritage criteria under Ontario Regulation 9/06. Each property now identifies the specific criteria it meets. No property’s heritage status has changed because of these updates.

Property owners and businesses within the Downtown Oakville Heritage Conservation District will benefit from a clearer, more user-friendly plan and guidelines document. It features improved criteria of what requires a heritage permit and how to apply, updated guidance on acceptable alterations and exempt work, as well as terminology aligned with other Oakville Heritage Conservation Districts.

The updated inventory sheets did not change the heritage status of any property. Property owners are nonetheless encouraged to consult with the revised plan and guidelines and contact Town staff for guidance before undertaking alterations within the district.

Of the 15 plan objectives, 10 were fully met; four were partially met and only one remains unmet. The one unmet objective in the plan for a gateway feature at the intersection of Lakeshore Road and Navy Street remains a priority for the Town. Staff will continue to explore options to bring this objective to life, subject to the Town's annual budget and planning processes. 

Looking ahead, ongoing monitoring of the plan’s objectives will inform future improvements. Staff will pursue initiatives such as annual heritage maintenance awareness campaigns, increased promotion of heritage permits and grant programs, and regular site visits to support property owners and businesses.

Background

  • Designated in 2013 under section 41 of the Ontario heritage act the Downtown Oakville Heritage Conservation District is the Town's only commercial heritage conservation district. It encompasses the Lakeshore Road corridor and adjacent George and Thomas Streets, highlighting the area's vibrant heritage character through a plan and guidelines that governs changes to properties within its boundaries.
  • The 2025 review drew on more than a decade of data and included robust public and stakeholder engagement. The Heritage Oakville Advisory Committee endorsed the revised Inventory Sheets and Plan at its February 24, 2026, meeting. 
  • The next comprehensive review of the Downtown Oakville Heritage Conservation District is anticipated in five to eight years.
