Expression of interest for commercial and community use opportunity at Queen Elizabeth Park Community and Cultural Centre (QEPCCC)

The Town of Oakville is inviting Expressions of Interest (EOI) from businesses, organizations, entrepreneurs, or creative operators interested in activating commercial space within the Queen Elizabeth Park Community and Cultural Centre (QEPCCC). 

Located within one of Oakville’s vibrant recreation, arts, and cultural facilities, this opportunity is intended to support uses that complement the overall character and activity of the building while enhancing the visitor experience. 

The available area is approximately 900.2 square feet and is currently configured as a concession area. While food and beverage-related uses may be considered, the Town is also open to alternative commercial, cultural, or community-focused concepts. 

The annual license fee is based on the Town’s 2026 Council-approved commercial rate of $27.52 per square foot, inclusive of utilities and taxes. Based on the current square footage, this is approximately $2,065 per month. 

About the space 

The area: 

  • is approximately 900.2 square feet 
  • is located within QEPCCC 
  • was originally designed as concession space 
  • does not include a commercial exhaust/hood system 
  • includes access to existing utilities 
  • is subject to the Town’s current approved commercial license rate, which is approximately $2,065 per month inclusive of utilities and taxes 
  • would be offered under the Town’s standard form lease or license agreement, subject to any mutually agreed upon amendments

The term of the agreement will be determined through discussions with the successful proponent and will reflect the nature of the proposed use and any investment into the space. 

Any proposed improvements or alterations to the space would be subject to Town approval and undertaken at the successful proponent’s expense. 

It is not a requirement that the successful proponent operate a traditional concession business or maintain the current layout. The Town welcomes creative and community-oriented approaches that align with the multi-use nature of the facility. 

About QEPCCC 

QEPCCC supports a wide range of arts, culture, recreation, and community programming and is home to artists, studio users, cultural organizations, and community groups. 

Preference may be given to proposals that: 

  • enhance the visitor experience 
  • contribute positively to the atmosphere and character of the facility 
  • demonstrate thoughtful integration within a shared community and cultural space, for example through exhibition or display space, partnerships with local artists or makers, public art features, murals, rotating showcases, or other creative approaches that reflect the multi-use and cultural nature of the facility 

Submission requirements 

Interested proponents are asked to submit a brief written proposal including: 

  • A description of the proposed use and overall concept  
  • Information about the applicant, including relevant experience, background, or qualifications  
  • A general overview of how the proposed operation would function, including anticipated hours of operation and general financial viability  
  • A description of how the proposal aligns with the community-focused and multi-use nature of QEPCCC  
  • Two professional or business references  

Site visit 

An optional site visit will be held on Tuesday, June 16, 2026 from 6–7 p.m.

Submissions will be evaluated based on overall fit with QEPCCC, operational feasibility, community benefit, and relevant experience.  

The successful proponent will be required to obtain appropriate insurance satisfactory to the Town and comply with all applicable legislation, regulations, and public health requirements. 

The Town of Oakville reserves the right to request additional information, interview shortlisted proponents, negotiate with applicants, or decline all submissions. Any final approvals are subject to Council approval.
