At the May 19 meeting, Council approved Official Plan Amendment 77 (OPA 77), establishing a policy framework to enable the future use of Inclusionary Zoning within Protected Major Transit Station Areas (PMTSAs), being Midtown Oakville and the Bronte GO areas.
Inclusionary Zoning is a planning tool that can help increase the supply of affordable housing by requiring a portion of units in certain new residential developments to be affordable to low- and moderate-income households. The tool is one of several approaches identified through the Town’s Housing Strategy and Action Plan to help support housing affordability, choice and complete communities.
OPA 77 updates the Livable Oakville Plan to allow the Town to introduce Inclusionary Zoning requirements through future area-specific by-laws. The approved policies are intended to provide flexibility so future requirements can be tailored to the needs and market conditions of individual PMTSAs over time.
The approval follows technical analysis, public consultation and a statutory public meeting held on November 3, 2025, where staff presented updated research, community feedback and draft policy options.
Recent provincial changes also exempt affordable units created through Inclusionary Zoning from development charges and other fees, helping make future affordable units more financially viable.
