What was passed?

Council for the Town of Oakville approved By-law 2026-055 to adopt Official Plan Amendment 78 under section 17(23) of the Planning Act, R.S.O. 1990, c. P.13, as amended.

The purpose of the Official Plan Amendment is to modify the text of the Livable Oakville Plan to accommodate a new Section 7 – Housing, and make various amendments to:

  • be consistent with the Provincial Planning Statement, 2024
  • assist to amalgamate the Region of Halton Official Plan with the Livable Oakville Plan
  • assist the objectives of the Halton Region Comprehensive Housing Strategy
  • respond to directions, findings and recommendations of the Town of Oakville Housing Strategy and Action Plan and Housing Needs Assessment

The effect of the proposed amendment would make changes to various sections of the Livable Oakville Plan, including:

  • a new Housing section (Section 7)
  • revisions to Residential Land Use policies (Section 11)
  • revisions to the Mixed Use Land Use policies (Section 12)
  • update to implementation/monitoring policy (Section 30)
  • revisions to definitions (Section 31)

The primary change adds a new Section 7 – Housing, to the Livable Oakville Plan. It provides housing objectives and policies under the following sub-headings:

  • Supporting Housing Supply and Growth Management (Section 7.2.1)
  • Developing Livable and Complete Communities (Section 7.2.2)
  • Enhancing Housing Choice (Section 7.2.3)
  • Encouraging and Protecting Rental Housing (Section 7.2.4)
  • Supporting Affordability (Section 7.2.5)
  • Engagement and Collaboration (Section 7.2.6)

Legal notice

Any appeals to the proposed official plan amendment must be filed with the Town Clerk at 1225 Trafalgar Road, Oakville, ON L6H 0H3; must set out the reasons for the appeal; and must be accompanied by the fee required by the Ontario Land Tribunal. A copy of the appeal form is available from the Ontario Land Tribunal website.

Only individuals, corporations and public bodies may appeal a by-law to the Ontario Land Tribunal. A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf.

If a person or public body would otherwise have an ability to appeal the decision of Town of Oakville Council to the Ontario Land Tribunal, but the person or public body did not make written comments or oral submissions before the official plan amendment was adopted, the person or public body may not be added as a party to the hearing unless in the opinion of the Ontario Land Tribunal, there are reasonable grounds to add the person or public body as a party.

The last day for filing a notice of appeal is May 19, 2026.
