Oakville’s State of Housing report highlights housing activity and progress

At last night’s meeting, Council received a State of Housing Report providing an overview of housing activity and trends in Oakville. The report highlights progress in housing unit construction, development approvals and rental housing supply, while recognizing that affordability continues to be a challenge. 

The Town continues to work toward its provincial target of 33,000 new housing units by 2031. In 2025, 3,543 new housing units were completed in Oakville, with an additional 2,104 housing starts and 1,994 units under construction. 

Oakville also maintains a strong pipeline of future housing opportunities. At the end of 2025: 

• 45,443 housing units were under review
• 3,560 units had draft approved
• 13,831 units had been approved

These figures reflect the Town’s role in supporting housing through the planning and development approval process. The timing of construction ultimately depends on market conditions and decisions made by property owners and developers.

Rental housing supply is also increasing. Between 2022 and 2025, approximately 620 private rental apartment units were added, bringing Oakville’s total private rental inventory to 5,540 units as of December 2025. 

The report also highlights seven assisted and supportive housing projects led by Halton Region in Oakville, representing a total of 242 units, including 161 that have already been completed.

• December 9, 2024: Council approved Oakville’s Housing Strategy and Action Plan, outlining actions to support a broader range of housing options and improve housing outcomes across the community.
• August 2025: Council received the Town’s Housing Needs Assessment, providing a comprehensive analysis of housing needs and affordability in Oakville.
• April and May 2026: Council approved updated Official Plan housing policies, including policies to enable inclusionary zoning in the future.
• June 17, 2026: Halton Regional Council received its most recent Enhanced Growth Monitoring Report and Comprehensive Housing Strategy Annual Update, providing insights into the alignment between housing growth and Regional infrastructure needs, as well as assisted housing activities.
