Driveway Windrow Snow Clearing

Windrow snow clearing program details including registration information, services provided, damage liability and cost.

Program overview

The Town offers a paid windrow snow clearing program to help residents clear the snow left at the base of their driveways by snow plows. 

This program will run between December 1, 2025 and March 31, 2026.

The service does not apply to private roads, unassumed roads or laneways.

Applications will be capped to a maximum of 1,100 driveways. Should program capacity be reached before November 7, the Town will close registration.

Program details

Program registration will be completed in two phases

Phase 1

Priority Registration is available only to residents 65 years of age or older, or residents with a physical disability or medical condition, or has no able-bodied person under the age of 65 living at their residence. 

Priority registration opens on October 1 and closes on October 15.

Phase 2

General Public Registration will be available to all residents (including those described under Phase 1: Priority Registration), on a first-come, first-served bases up to a maximum of 1,100 total program applicants. 

General public registration opens on October 20 and will close November 7.

Cost

For the 2025-2026 season, the Phase 1 and Phase 2 program fee will be $184 plus HST ($207.92 with HST included).

Registration and payment can be completed online. Residents are encouraged to apply and pay online during the registration period. 

Arrangements to apply and pay in-person can also be made for those who require it by contacting ServiceOakville.

Services provided

  • The Town does not begin plowing residential roads until snowfall exceeds 7.5 centimetres and windrow clearing operations start after the Town has finished plowing all roads.
  • It may take up to 36 hours after a snowfall has ended for your windrow snow to be cleared.
  • Windrows are cleared only once per winter event.
  • Windrow snow is deposited on boulevard areas adjacent to the driveway.
  • The program does not remove windrows created by sidewalk plows.
  • The program does not remove snow on the driveway, only windrow accumulation at the base of the driveway.
  • Approximately 80 per cent of the windrow will be cleared to ensure there is no damage to the curb or sod (not to bare pavement).
  • The service includes clearing one windrow per address.
  • Program members can receive service updates via text message. If you didn't sign up during registration, contact ServiceOakville to receive future updates.

Damage

The service may not be appropriate if the driveway has a special surface such as patterned concrete as the equipment may cause damage to the driveway surface.

Town of Oakville is not responsible for any damage to driveways or curbs due to clearing of the snow windrow.

Refunds/cancellations

Once applications have been processed for a qualifying address, the fee is not refundable regardless of the number of snow events.
