About the project
Westminster Drive has undergone stormwater management improvements to address drainage concerns in the neighbourhood.
As the Coronation Park Drainage Improvements Class Environmental Assessment recommended, the Town has completed the design and construction of a storm sewer along Westminster Drive between Hixon Street and Lakeshore Road.

Project scope
Work within the project limits included:
- Road resurfacing,
- New storm sewer with catch basins,
- Utility relocations,
- Pedestrian safety railing and headwall at Lakeshore Road,
- Enhanced ditches with underdrains where feasible,
- An oil and grit separator to cleanse stormwater,
- Soil amendments to improve permeability, and
- Driveway culvert replacements.

Construction and utility work is substantially complete and has entered the warranty and restoration phase.

April 23, 2026 update
The Town of Oakville is pleased to advise that construction on the Westminster Drive Storm Sewer and Resurfacing project was substantially completed in December of 2025. The project included storm sewer installation, drainage improvements, and full road reconstruction. We thank residents for their patience and cooperation throughout construction.
GIP Inc., WSP Inc., and the Town will be conducting a site walk to go over remaining deficiencies and restoration required for the project now that winter has resolved.
Any remaining minor deficiencies or restoration items will be addressed as required, with some final restoration activities scheduled for the spring 2026 to ensure quality and long-term performance.
Private property drainage responsibilities
Any drainage system located on private property and overland drainage is the responsibility of the homeowner.
This includes, but is not limited to, sump pumps and sump pump discharge systems. While some properties may discharge toward Town infrastructure, such as roadside ditches or culverts, homeowners should be aware that:
- Connecting a sump discharge to Town infrastructure is undertaken at the homeowner’s own risk.
- The Town’s Right-of-Way Management section does not permit sump outlets extending beyond the right-of-way, nor do they allow heat-tracer wires to be installed inside Town culverts.
- As a result, the Town cannot install, operate, maintain, or assume responsibility or liability for private sump pumps, heat-tracer systems, or sump discharge connections.
Ensuring proper operation, maintenance, and freeze protection of sump outlets remains the responsibility of the homeowner. Residents are encouraged to regularly inspect their systems and consult a qualified contractor if issues are observed.
General reminders
- Restoration: Final sod and landscaping restoration will occur in spring 2026 where required to achieve acceptable results.
- Utilities: While all known utility conflicts were addressed during construction, residents experiencing service issues should contact their utility provider directly.
- Lawn Irrigation Systems: The Town is not responsible for irrigation heads or lines located within the municipal road allowance.

Past project updates
GIP Inc. and WSP Inc. have been retained by the Town to construct, inspect, and administer the project.
On Friday, July 25, 2025, the contractor, GIP Inc., plans to:
- Place site trailers at Woodhaven Park along Hixon Street at the end of Westminster Drive, and
- Install project construction signs at both ends of the project area.
Construction is expected to begin on Monday, July 28, 2025. Work includes:
- Installation of tree protection fencing,
- Watermain relocations, and
- Temporary shut-down the intersection pedestrian signals at Lakeshore Road. A temporary pedestrian crossing will be in place to accommodate pedestrian crossings at Lakeshore Road.
During the construction, traffic on Westminster Drive will remain open but will be reduced to one lane at times. Access to properties will be maintained.

The Town of Oakville is finalizing the Westminster Drive design following the completion of a Green Infrastructure Review. This review, conducted by Sustainable Technologies, an extension of Credit Valley Conservation, included an evaluation of the proposed design and a field investigation with Town staff and Town's stormwater engineer. Conservation Halton also participated in the field investigation, providing valuable input.
We are on track to finalize the design and issue it for tender this winter, which is consistent with the project timeline. The updated design incorporates key green infrastructure improvements, including:
- Enhanced ditches with underdrains where feasible.
- An oil and grit separator to cleanse stormwater.
- Soil amendments to improve permeability, and;
- Tree preservation.
