About the study
The Town of Oakville has initiated a Housing Needs Assessment study that will help inform policies and programs to create affordable housing. The data collected and analysis undertaken will help identify current and future housing needs and address housing gaps in the current and projected housing supply.
The Housing Needs Assessment (pdf) includes the town’s completed Federal Housing Needs Assessment template in accordance with requirements of the Ministry of Housing, Infrastructure and Communities Canada.
The purpose of the Housing Needs Assessment is to provide a deeper understanding of:
- the current and projected housing needs of Oakville residents,
- the current and projected housing supply, and
- housing gaps in relation to housing needs (demand) and supply (existing and planned).
The report also provides recommendations regarding:
- the use of Inclusionary Zoning within protected Major Transit Stations Areas (MTSA) like Midtown Oakville and the Bronte GO MTSA.
- the implementation of a Community Improvement Plan that may incentivize the development of affordable housing
- updates to the Official Plan housing policies
- the use of a Community Planning Permit System for a more collaborative and streamlined approvals system within the Community Planning Permit area, and
- means to strengthen advocacy efforts to be eligible for Federal funding programs such as the Canada Community Building Fund.
Consultation
Since December 2024, the town held focus group sessions with members of the housing development industry, including community groups/service providers, not-for-profit housing operators, business community, and real estate industry representatives.

A fourth focus group session was held in May 2025 to consult on proposed policy and/or regulatory measures to address housing need and facilitate affordable housing development.
