Background
E-Scooters are currently prohibited in Oakville and unregulated by the Town. It is not permitted on public rights-of-way under the Highway Traffic Act (HTA).
E-Scooter violations would be enforced under the HTA, by Halton Regional Police Service.
As part of the Town’s Council-approved Transportation Master Plan (TMP), recommendations include a phased approach to explore whether e-scooters should be permitted in Oakville through the e-Scooter Implementation Review Project.
This work will involve reviewing which parts of the road and trail network could safely accommodate e-scooters and evaluating the Town’s potential participation in the Province’s e-scooter pilot program.

The Town is exploring whether e‑scooters could be a safe, convenient, and sustainable addition to local transportation options in Oakville.
This project focuses on evaluating and establishing the policy, regulatory, and operational framework required to support the potential use of e‑scooters as a micromobility option. The findings of this project will help inform Council’s decision on whether the town should opt-into the Provincial e-Scooter Pilot Program.
This review will examine potential benefits, risks, and regulatory approaches before any decisions are made. It supports the Town’s commitment to enhancing sustainable transportation choices, improving first- and last‑mile connectivity, and advancing multimodal mobility across Oakville.
Purpose of the review
The project aims to:
- Assess the suitability of e‑scooters within Oakville’s transportation network.
- Evaluate safety considerations for all road and trail users.
- Review regulatory requirements under provincial legislation (e.g., Ontario’s e‑scooter pilot program) including development of a draft by-law.
- Review best practices and lessons learned from other municipalities that have introduced e‑scooters.
- Understand impacts on pedestrians, cyclists, motorists, and persons with disabilities.
- Gather feedback from the community to inform decision-making.

Community input is essential to this review. The Town will engage residents, focus groups, accessibility advocates, and other interested groups through:
- Consultation with key community groups.
- An online survey that will be launched in the coming weeks.
- The Town will also incorporate the considerable feedback received through the recent Transportation Master Plan. Feedback received will help shape recommendations and future policy decisions.
Project timeline
The e‑Scooter Implementation Review is anticipated to be completed and presented to Council at the end of 2026.
